I came across this piece of php code and I would like to know does anyone know the original source and the purpose and implementation of this code.

Not sure why someone would have a piece of code and wonder where it's coming from, and what it's purpose is, but the code is from Twilio.php in the Services folder of this file: https://github.com/twilio/twilio-php/archive/master.zip
