I got this code from github and this code will execute on windows machine 64 bit.

Most probably it is nltk , you can install it using :
pip install nltk
change import stemmer
to import nltk.stem as stemmer
And run the code. Please do take note this code is in Python 2.7 and will not run if u have Python3
