before I was getting a NullPointerException on the URL::toURI, what am I doing wrong?
In your vavr based transformation pipeline you have
cl -> cl.getResource( "config" )
which returns null, which can happen for a number of reasons, detailed in the documentation for ClassLoader.getResource().
Then, in the next step, you try to filter the Try value with a predicate that only allows non-null values. The filter function is a shorthand for filterTry, which
Returns this if this is a Failure or this is a Success and the value satisfies the predicate.
Returns a new Failure, if this is a Success and the value does not satisfy the Predicate or an exception occurs testing the predicate. The returned Failure wraps a NoSuchElementException instance.
In case of Try, this is the intended and correct behavior, since Try is a container for the result of a computation that can be a single value OR an error. It's not designed to hold no value at all (there's the Option type for that). So when you filter out the null value from the Try it returns a new Failure(NoSuchElementException). In the final step, when you try to unwrap the value with get() on this Failure, without first checking whether it holds a value or an error, the error gets thrown. It's slightly confusing, as the resulting thrown exception's stack trace points to the filter invocation, when in fact it's thrown by get.
I recommend never using get() unless you actually intend in having exceptions thrown. In case you want to gracefully handle both Success and Failure cases, I recommend using one of the alternative getOr... methods or fold.
