Creating new PayPal billing agreement payments fail after redirection to PayPal

"Things don't appear to be working at the moment"

To reproduce

  1. Billing Agreement is created on first step with NVP/SOAP Endpoint: https://api-3t.paypal.com/nvp [2]
  2. Response looks like below. ACK: "Success"so this part seems to be working.

  1. But then on redirecting to https://www.paypal.com/cgi-bin/webscr?cmd=_customer-billing-agreement&token=BA-******** fails with error "Things don't appear to be working at the moment"

Questions

#1 Is the command cmd=_customer-billing-agreement still a valid command of the PayPal API

Update 5.5.2025: Yes, it's deprecated but should still work.

#2 Did PayPal recently disabled some parts of the deprecated NVP/SOAP api?

Update 5.5.2025: yes, they broke something.

Thank you for your patience. I have determined that this is a technical issue and have escalated to our Engineers for further investigation and resolution. This ticket will be placed on an 'On Hold' status while we await a response from our Engineers on this issue. No further action is required of you at this time and I will follow up with you as soon as I know more.

Our Engineers have determined the cause of the issue and determined the nature of the required fix. They have submitted the change requests to be reviewed and tested before we can implement the changes. At this time they do not have a date of implementation but I will be sure to let you know as soon as I have that.

It's confirmed by PayPal that it's a bug and they are working on it for more then a month now. Still not solved.

    Could I have you try again at this time?  They moved some additional changes to the Live servers.
